The silkscreen text on the board says pin 13 and 15 are for high speed signals. Why? What is so special about them? filtering on the board? Can I use them as general inputs anyway?

Those inputs are provided with high speed optoisolators and Schmitt triggers, on older boards they can go as high as 100khz, the rest of the inputs can take only up to 10khz.  On the newer models high pins can take between 250 to 800 khz (at 250 with no wave form distortion, and at 800 with distortion that we believe is acceptable for most applications).  Other I/Os can take up to 40khz. Yes, all these can be used for general purpose inputs.
